Abstract
The purpose of this thesis is to show that the Texas State Government Administration has not kept pace with the growing complexity of its work and therefore is in need of reorganization, because (1) there is a duplication of effort due to overlapping of activities in various administrative agencies, and (2) it is difficult to place responsibility in the present system of organization where authority and control are decentralized.
