Abstract

The growing recognition of physical education as an integral part of the public school program throughout the state has occasioned certain important changes in school administration during the past few decades. Not only has the health and physical side been stressed in the school curriculum, but a new and significant tendency has also been evolved. The control and promotion of physical education has commanded the attention of the public, whereas formerly it was left to the disgression of private institutions. Special laws on health and physical education were enacted in various states. Even the organizations of state school systems were modified to the extent that a number of states have established a new office in their state department of education with the purpose of promoting and supervising physical education in all public schools. The fact that there are now thirty-six states having special legislation on health and physical education affecting nearly ninety per cent of the entire population indicates clearly the tremendous growth of physical education under state supervision.1

The purpose of this study is to investigate the present status of the athletic set up in Texas, and to present certain facts which may be useful in bringing about a revision of the present set up.

The material presented in the following pages is based upon the data obtained from the following sources: 1. A careful analysis of the rules and regulations and the constitutions of six Interscholastic Athletic Associations. 2. Interviews with leading authorities in Interscholastic Athletics in the State. 3. Follow-up correspondence.
